Rich Campbell: Florida to regulate Brightline? It's worth a try

Senate Bill 386 is a bold attempt to give the state, and local governments, some regulatory control over the All Aboard Florida/Brightline passenger rail project.

Also known as the Florida High-Speed Passenger Rail Safety Act, SB 386 faces two major hurdles: 1) A seemingly "bought" Florida Legislature; and 2) a federal law that supersedes state and local attempts to regulate railroads.

Despite these obstacles, the bill is worth the effort...
