LET'S GET CRACKIN': It's difficult to adequately prepare for potential impacts from All Aboard Florida in the absence of federally approved rail-safety plans.

But such is the predicament of local governments in Indian River and Brevard counties.

The Federal Railroad Administration still is reviewing outstanding issues in the two counties related to pedestrian gates, positive train control and vehicle-detection infrastructure that would be used with Brightline, All Aboard Florida's Miami-to-Orlando passenger rail project.

The federal agency signed off in March on so-called "100 percent plans" in Martin and St. Lucie counties.

However, officials in Indian River and Brevard counties are awaiting the final plans. And the delay is causing concern, according to Indian River County Attorney Dylan Reingold.

Federal officials need to expedite the process.
